Consider the New Installation Scenario of the extensions when using ArcGIS 10.9

With WebOffice 10.9 Microsoft Internet Explorer 11 as well as Edge (Legacy) will no longer be officially supported.

If you use the ArcGIS Web Scene custom tool in your project, an adjustment must be made in the project configuration for the URL of external page parameter. You can find more information about this in the chapter ArcGIS Web Scene.
