If you did refresh the ArcGIS Server map service due to changes in the map document or if you are not 100% sure that you did NOT change the ArcGIS Server service then you should open WebOffice 10 R3 administration pages. See chapter WebOffice Administration Pages for details.

In the Projects tab click the Reload resources button for the project you want to publish. This tells WebOffice 10 R3 to reread the service information of the ArcGIS Server services used in the project configuration
