Configure any specific layer from one of the map services of the map collection as a Snap Layer. The snap profile then is available as additional option in the measure / markup (and / or editing) tools of the WebOffice 10.9 R3 clients.

Configure as many Snap Layers as you want. All defined snap layers will be available in the tool forms.
