It is possible to exactly create or move existing vertices of an object by using the construction tools available with Edit action ‘Editing’.
Moving the mouse pointer over vertex points of a currently selected objects and clicking the right mouse button opens the context menu shown below:

If you choose the menu item Insert/Move Vertex by Construction then a set of construction tools is available for exactly inserting or moving a vertex:
