Publish an ArcGIS Server Service, e.g. use the WebOffice_SampleProject shipped with the WebOffice10R3-DVD. See chapter Installing and running the WebOffice Sample Project for details.

The created service will then get listed – a preview for the map service should be available and displayed.

If you are not able to create the service and view it then please check your ArcGIS Server installation, refer to Online Knowledgebase (http://support.esri.com) or contact local Esri support for fixing this problem.
