When you have finished all steps so far, restart the Internet Information Services (IIS) Manager.

 

Open Programs / Administrative Tools / Services

Choose "IIS Admin Service" and click at the "Restart the service"

Choose "Yes", to restart all linked applications to IIS Admin Service
