Next, all files of the ZIP-files “UserManagementAdminWeb.zip” have to be unpacked and copied into the „..\Inetpub\wwwroot\UserManagementAdmin\“ directory.
Copy UserManagement Admin Web files to „..\Inetpub\wwwroot\UserManagementAdmin\“
Open Internet Information Services (IIS) Manager and choose to refresh the UserManagementAdmin directory to see all files and directories in it:

The Internet Guest Account has to be granted Full Control.
Open properties page for tmp-directory
Switch to the “Security”-tab and choose to change permissions for the “IIS_IUSRS”:

At the file system the Internet Guest Account (IIS_IUSRS), the Network Service account, and the IIS_WPG user have to be granted write, modify and read permissions.
Set Full control for IIS_IUSRS
Convert to Application:
