Use a specific ArcGIS Server Print Service if you need some specific configuration within your output service. Otherwise, it is recommended to configure one central ArcGIS Server Output Service in the map elements section. In case you want to configure a specific print service, make sure that you activated the Server Object Extension for the specified service.
