WebOffice 10.9 R4 is able to use the ArcMap table of content (TOC), therefore you should provide exactly the structure in the ArcMap table of content that you want to have available in the WebOffice 10.9 R4 clients. Therefore you should not configure a specific table of content in a WebOffice 10.9 R4 project at all because it takes a lot of extra work.

The information whether a topic group in the map document/map service is collapsed or expanded is not available via ArcGIS REST API:

For ArcMap based map services the information can be read from the MXD via WebOffice 10.9 R4 Server Object Extension.

For ArcGIS Pro based map services this option is not available.

 

Below you find the list of properties of the ArcMap TOC which get used by WebOffice 10.9 R4:

Structure: It is possible to use groups and nested groups without any restrictions. Anyway a deep structure (3 or more group levels) is not user friendly at all

Names: WebOffice 10.9 R4 uses the names used in the TOC. Therefore, for projects which do not need to be provided in multiple different languages, configure the names you want to see in the WebOffice 10.9 R4 client.

Visibility: WebOffice 10.9 R4 uses the visibility information set for each TOC-element. This way it is possible to specify exactly which layers will be visible and which layers will not be visible in the WebOffice 10.9 R4 client by default (for dynamic services only).

Expand/Collapse status: An expanded layer group will be shown expanded in the WebOffice 10.9 R4 table of content as well. The behavior is exactly the same for collapsed layer groups. So take care of the status you store your ArcMap document in.

Due to asynchronous project initializing a fully expanded TOC may appear with the first attempt to open a WebOffice 10.9 R4 project. With the next requests WebOffice 10.9 R4 will display the TOC as defined in the MXD.

 

Anyway you may want to override some properties of the TOC or add some properties not available in the TOC by configuring specific elements of the table of content in WebOffice 10.9 R4. The most commonly set properties for specific TOC elements in WebOffice 10.9 R4 are:

group is expandable or not: Is a layer group expandable at all or not (this way you can hide layers within the specific layer group if you want)

metadata information for the layer: Provide metadata via URL as well as short descriptions for layers

support for multiple languages: ArcMap is not able to support a multiple language project (e.g. serving one service in German, English and Italian language). With WebOffice 10.9 R4 you can provide multiple languages in one project.
