Check ArcGIS Server Manager
The first time you attempt to log-in to Manager, you will be asked whether to create a new ArcGIS Server site or join an existing one. Consider Log in to Manager for detailed information. |
Start the ArcGIS Server Manager locally (on the ArcGIS Server installation machine) by entering the URL https://<server name>[:<port>]/arcgis/manager/ (e.g. https://gisserver.domain.com:6443/arcgis/manager/) into your browser. Log-in to Manager using the primary site administrator name and password that was set during the site creation process.
The configured set of directories used by ArcGIS Server can be checked in the Site tab.

By default the SampleWorldCities service is provided to easily preview the functionality of the GIS server. Click on the service name and navigate to Capabilities on the left side.

Click on the REST URL https://localhost:6443/arcgis/rest/services/SampleWorldCities/MapServer to open a new browser tab with the ArcGIS REST services directory of the respective service. A quick check whether the service is working or not can be done by opening it in the ArcGIS JavaScript API.

Also make sure there is at least a configured publisher role that includes at least one member. Role and user configuration are located in the Security tab of ArcGIS Server Manager.
